Contact the local provider about disconnect notices or an energy-related crisis. A 24–48-hour notice is an example of a crisis; it is not a promised response time.
The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Such an example would be a household receiving a 24-48 hour disconnect notice or service termination by their utility company. Another example would be a household facing an energy-related crisis that could be deemed potentially life-threatening in the household, such as a combustible appliance.

Start with a written appeal to the local provider for denial, an untimely response or unsatisfactory performance; CSD describes a further written appeal if you disagree with the local decision.
If an application for the Low Income Home Energy Assistance Program (LIHEAP) or the Department of Energy's Weatherization Assistance Program (DOE WAP) benefits or services is denied, if the response to a request for services is not timely received or if the local service provider’s performance is unsatisfactory, the applicant may initiate a written appeal with the local service provider. The appeal must be reviewed and a decision rendered no later than 15 days after the appeal is received. If the applicant is not satisfied with the local service provider's decision, the applicant may appeal the decision to the California Department of Community Services and Development in writing pursuant to Title 22, California Code of Regulations section 100805.

Water, sewer, garbage, electricity and natural gas are provided by different agencies or companies serving our community. The City doesn’t manage these services, so you’ll want to contact the utility directly if you have any questions. Each of these providers operates under their own governing boards and are funded independently from the City through customer rates.
