Before you start

Choose your county for its local programme page and contacts. Use the purpose shown for each application, provider or payroll contact.
CDSS instructions and state forms are shared across counties. The county assesses eligibility, care needs and authorized hours.
Provider enrollment is separate from a recipient application. A parent-provider arrangement for a minor depends on the IHSS subprogramme.
Visitor locations and mailing addresses are listed separately. Confirm appointments and current hours with the programme before travelling.

Shared California IHSS guidance — esp

Recipients approve or reject timesheets in ESP. Providers submit timesheets, view payment status and history, manage direct deposit and submit sick-leave claims. ESP is a payroll portal; use county instructions to apply for care.
